Creates a WindowSpec with the partitioning defined.
Usage
windowPartitionBy(col, ...)

Arguments
- col
A column name or Column by which rows are partitioned to
windows.
- ...
Optional column names or Columns in addition to col, by
which rows are partitioned to windows.
